The Colville Public Library operates under an Intergovernmental Agreement with the Stevens County Rural Library District, which provides additional staffing, funding and resources.

The Library provides a full range of public library services including books, newspapers, magazines, audio books, videos, DVD's, cd-roms and compact discs, and on-line databases.  Public Internet and computers with a wide range of software, including word processing, spreadsheets and web design are available, as well as a microfilm reader/printer and photocopy machine.

Other services include reference and reader's advisory assistance, story time, reading programs and book discussion.
